Sarcasm is a bitter remark with a view to offending somebody but irony is saying the exact opposite of one's thoughts with a view to be emphatic, amusing etc.

To me flaking means the paint is coming off in flakes.

Chipping I see more as cuts or breaks in the paint.

So I would expect the chipping to start first, leading to the paint flaking off.
