What is the meaning of discreet in this context? Careful, in order to avoid social embarrassment for some reason. The reason depends on the context. eg Perhaps they are lovers, and they wish no-one to know.

According to Merrium Webster, inflammatory means: "tending to excite anger, disorder, or tumult",
so uninflammatory must mean nearly the opposite. In this case, I'd say it means not doing anything to cause tension or nervousness.

from looking and the non inflamatory definition i got that it means
non threatening the author thought that he wasnt that close to the
woman as he said a discreet uninflammatory distance like he wasnt
