The Nepalese government has announced a three-member team to negotiate with groups that have been staging protests in the southern plains area.

Fourteen people have been killed in clashes in the south, where members of the Madheshi community say they are discriminated against.

The protesters have also been demanding autonomous regional status.

I think one should write discriminated against religion/colour/nationality.

Is it correct to say 'discriminated against'?

Yes it's fine. It's clear that they feel that the community is discriminated against.

It's correct here because the original sentence is like the following:

Members of the Madheshi commuity say people are discriminating against them.

And if the above sentence is transformed into a passive-voice one,  you'll have your own base sentence.
