Could anyone please tell me which one is correct?

Disproportionate to .. or .. Disproportionate with

if both are correct, could you please explain them with an example in what contexts these are used?

The standard and common collocation is 'disproportionate to'.

However, you can use Google to search for words like 'disproportionate', so that you can look at how they are used.
