I spell it Celsius, but I believe your spelling is also used.

I would choose doesn't dissolve, but either will work.

I still say either, but here I would reverse my choice and choose won't dissolve as being better.

I will attempt to explain my choices:

In the first sentence, it sounds to me like directions/instructions to be followed - do this so that it doesn't ..

In the second it sounds more like information  -   you will have to ......... so it won't ...

Actually, I feel your points are reversed. (:'() Cryingthe simple present sounds more like information to me. Water doesn't boil at 70. Fire does create heat.
