What's the difference between "diver" and "snorkeler"?

In my humble opinion a diver would be someone diving with special gear like oxygen tank.

While snorkeler would be someone diving with nothing more special than a snorkel.

Now if you come to think of it a diver can go much more deeper than a plain

snorkeler.
