Does "it has been a long time since I had last eaten" have the same meaning as "it has been a long time since I last ate"?

First you have to fix the grammar.  Then compare.

It has been a long time since I have eaten is about the same in meaning as It has been a long time since I ate.

(You can add the last in both if you want, but it's basically unnecessary.)

or similar is many time reduced by using tense simplification in the subordinate (see Swan) to

It has been a long time since I ate.
