Hi!

Does this quotation make sense to anybody? Is it properly written?

“The head teacher does not have the status he deserves. If he were a leader in his school as they are saying, he would have been given the freedom…The ‘one-decision-for-all’ approach will never succeed for what is convenient to a school in Cairo may not be to another school somewhere else. So, more freedom should be given to the head teacher if we want to get a good product. There should be space for creativity”.

Whe the sign of ellipsis?  Has something been removed?

Yes. I have removed a bit which I thought irrelevant. Is there anything wrong?

Yes, it sounds as if there is a bit missing.  It suggests the Head Teacher would be given the freedom to do something.
