Context? It's a passive use of see.

As Marius said, this is passive voice.

for example:

Will we be seen by others?    =   Will others see us?    =   Will other people see us?

Will it be seen by others?      =    Will others see it?     =    Will other people see it?

This report will be seen by others.    =    Others will see this report.   =   Other people will see this report.

Is the following sentence correct?

Let be seen by others.

I'd use:
Let it be seen by others.
Let us
be seen by others.
to clarify what/who is seen.

He was seen [by someone, who is implied] having dinner with beautiful woman who was not his wife. Passive

Someone saw him having dinner with a beautiful woman………………..Active

[Subj + be + seen] is a passive structure which may or may not have to require an agent. When you use [by] in a passive structure, the sentence has an agent who carries out the act.

The murder suspect was seen running out of the house under the cover of darkness (by the neighbors). In this case, the neighbors is the collective agent that may or may not be necessary.
