How to understand in  "a suprising display of accessiblity" in this sententce?

2. "I dont think its the role of any ambassador to gratuitously offend the country he is credentialed to".

Is credentialed to means sent to ?

3. By overemphasizing Sasser's role in the overall relationship, China may feel safe in ignoring the many demands coming out of Washington.

This phrase
(In a surprising display of accessibility) is overly affected and haughty to me.

I do not think an ambassador should with no cause engage in  besmirching the country (s)he visits.

I tried to find more information about this, but when an ambassador is sent to a country, he doesn't just show up and start doing the job. He must present his credentials to the head of state.

If you google ambassador presents credentials you will find examples of when various ambassadors present their credentials.

(ps - In your sentence, it should be "it's" as the contraction for "it is" rather than "its" as you have shown.)
