By the way, does 'line people' mean the same as 'line managers' in this case?

I'm still very confused...

Hi Nessie

The word "set" in "set the tone" means "establish" and the word "tone" is rougly the same as "atmosphere". In other words, the author is talking about establishing a desirable atmosphere, and that atmosphere is one in which all of the employees have a positive outlook, and also that there is an atmosphere of trust, openness and respect in the company.

Where did you see "line people" used?

Hi Amy,

Here is the context:

"In one company the CEO put some 200 people through exercises to show how a 10 percent decline in demand would affect every aspect of the company, from sales and margins to inventories and even the 401(k) plan. Those exercises got people's brains oriented toward protecting cash and encouraged them to collaborate and work better in teams. Such exercises provide an opportunity to educate line people on the financial consequences of their actions by using real numbers and cut through the confusion they have from what they read in the media."
