My understanding is they're the same, except with "double", it means the gap of timing between the two disaster is very short. So you get one disaster after another. And there's also the emphatic element to it.

Hi,

'Double' also suggests a relationship beteen the two disasters,

eg the great San Francisco earthquake was followed by a huge fire which destroyed the city, so it was a double disaster.
