I would like to have an exact answer for this Grammar Question.

Complete the following sentence using the correct tense of the word given in the brackets:

Question: Sam .. a letter by the time. (Write)

Kindly answer me quoting rules...

There is no correct answer for your sentence, Janeesh.  The sentence itself is ill-formed and carries no tense markers.  Please re-check the original; it should read something like this:

Sam .. a letter by the time we arrived in Mumbai. (Write)

No choice of tense will make this "sentence" correct. You can't end a sentence with "by the time": something else needs to follow, and the answer will depend on what that is. Are you sure you've copied the question correctly?

Yes, I have copied the question correct from a question paper for 7th STD students.
