2. What's the opposite of the phrase?

1. warm-weather clothes.

"Dressed lightly" suggests that clothing appropriate for warm/mild weather being worn.  It suggests that the clothing is made of lightweight material, and does not fully cover the body.

I suppose the opposite could be "heavily dressed".  This would suggest clothing made of thicker (heavier) material that covers nearly all of the body.
