A US official said the gathering was likely to "strongly condemn" Zimbabwe's President Robert Mugabe over a disputed presidential election run-off vote.

The main opposition party, the Movement for Democratic Change, pulled out of last month's second round presidential election vote, citing campaign violence.

What is the difference between election and vote in this context?

Democracies vary, but many offer their citizens the opportunity to vote in order to elect representatives and also in order to decide important issues (see referendum).

MM, my assumption is that referendum is not an election. People vote in a referendum on some specific issues. They don't elect anyone to any public office.

The reason why I posted the two sample sentences is that I just wanted to know if it should have been "presidential run-off election or vote" in stead of "presidential election run-off vote" in the first sample sentence, and if "vote is not redundant in the second one.

That's the point-- people can vote in either an election or a referendum.  That is the difference.
