Why is the author did not include 'which is ' in the first sentence?

To me, it is easier for me to understand if he has written down.

In the first sentence the second part refers to the noun energy, while in the second it describes whole first part.
In other words,
1st sentence: 12 watts of energy is enough
2st sentence: Generating 12 watts of energy is enough (probably there is an additional source of energy).

But it's simpler to say that they mean the same and that the 2nd form is used more often Smile [:)]

ps. "Non matching quote blocks in post" didn't allow to insert quotes in Firefox2.
