Could you tell me again the difference in meaning btw ensure (verb) and guarantee (verb)? Are they interchangeable? If not, what is their difference

 Please guarantee that the goods arrive on time >> it is your responsibility that they come on time, and you will face penalties if they do not.

So it means "ensure' and "guarantee "  is not interchangable ?

Guarantee is involved with Legitimate boundary , breakning of it there may be penalty by law .  

But for "Ensure " there is nothing about any penalty by law  .

It it Right ?
