exhausted reader: tired or no more left

One recent prediction foreshadows the first quarter of 2043 as the moment when newsprint dies in the US “as the last exhausted reader tosses aside the last crumpled edition”.

i suspect the word "exhausted" here does not refer to the physical or mental state of the reader, rather, it means the number of readers has run out. yet the text only says "reader" not "readers" and that confuses me. to me, "one of the last exhausted readers" seems easier to understand and may be a better expression.
