falling intonation for all these cases all the time?

Hi,

Can you tell me, possibly not categorically, of course, but to the best of your very knowledgeable knowledge, that  questions that start with 'what', 'when', 'where', 'why' and 'how' (what else??) have falling intonation?

No, not necessarily. Question sentences usually seem to have a rising intonation. They can have a falling intonation as well. It really depends on any additional meaning the speaker wishes to add through intonation.
