(1) The snow falling overnight has caused traffic chaos.
(2) Thesnow, having fallen overnight, has caused traffic chaos.
Are there any differences of meaning? Ther's not a lot of difference. Howevr, #1 sounds like the snow caused chaos as it was falling. #2 sounds like the snow fell, and then it caused chaos,
Is it true that the latter is felt as one-time event, whereas the former sounds like the event frequently occur? No, that's not a good way to look at it.
