If I say "She gave him first-dibs access to the resources", what I'm really saying? Access with priority over other persons? Thanks for any any help

You have the right sense of it.

"Dibs" is something that kids say when they mean "me first!" You put out a cake with a pretty decoration and one child says "Dibs on the slice with the pink flower."

I personally think that "first-dibs access" is redundant, but because you talking about something that is childhood slang, it's obviousl informal.
