Can I say,

The fish is / are fresh.

The fishmonger's fish is / are fresh.

P/s:

He sells the fish are fresh. (correct?)

If you are talking about more than one fish of the same species it's "fish" if
you are talking about more than one species of fish then it's "fishes"

So All these sentences are valid:

The fish is fresh.

The fish are fresh.

The fishes are fresh.
 
The fishmonger's fish is fresh.

The fishmonger's fish are fresh.

The fishmonger's fishes are fresh.
 
He sells fresh fishes.

He sells fresh fish.

“ The fish is / are fresh.  Either one.  (one fish, three fish)

The fishmonger's fish is / are fresh.  Plural is most likely.  Singular might work if he's holding up one fish.

In a restaurant you might ask, "Is the fish fresh," referring to their "supply" of fish, not necessarily the one you might order.

P/s:

He sells the fish are fresh. (correct?)  No.  "fish" is both the direct object of the first clause and the subject of the second.  We could fix it with a pronoun.  "When he sells the fish, they are fresh."

He sells only fresh fish.
