Just by watching a lot of DVD movies.Don"t rush off.Just take some 10 minutes each from that movie and listen carefully how a dialog is said,hows the words pronounced and the accent too.Its easy,interesting and MOST EFFECTIVE!
Its better to just listen for some six months before you start conversing in English(Actually you would hurt your English development by trying too hard hard to talk or by translating English to your language and back to your language,so please try to be a listener for 6 months to a year).You will be taken by surprise how you could talk.But don"t forget listening comes first.So listen 80% and read 20%.What to read?EASY CHILDREN NOVELS.Thats it.your English would improve 4-5 times faster.dedicate 1-3 hours daily for watching DVD movies,or any real english podcast.YOU only need real English and not Academic English if your aim is to improve fluency.Also,its better if you couls get easy novels in series such as Hardy Boys,Nancy Drew,Goose Bumps,Sweet valley kids,Sweet valley high etc.....But always choose a reading thats 95% understandable even if you are an advanced English learner.You can probably use motivational podcasts by Steve Pavlina,Zig Ziglar,Robin sharma,stories by Leo sofer from over the net,which are by the way,FREE!!!.But whatever you do just don"t forget watch a loads of movies.It could be any genre you like such as Comedy,thriller,action,romance,kids,fantasy etc...because these movies have that REAL CONVERSATIONAL ENGLISH SOAKED IN THEM FOR YOU TO GULP IT!!!

Since language is an item of culture, I wouldn't advise you to use subtiles , because you won't be able to take in and to have good grasp the language you seek till  you live the language face to face without any intermediate. And me myself -as non-native speaker had exprienced the case and found that there is no way to understand the mentality of any languge(which is sigficant for one who wants to master a language, be fluent or be able to get his thougths accross in any deeper level) till you try to forget your own languge and only focus on the language you seek. if you do so, I'm hundred% sure you will be able not only to express yourself properly, but also to convice which is the roof of any language.

I am also a student who really want to be fluent in English.
I think what he mean is to watch a movie that is original, that came out in U.S and use English subtitles to watch them.
I usually pause between movie so that I can look up words in the dictionary whenever I hear or see a word that I don't know.

Learning another language is quite a challenge for anyone. I am a native English speaker and I am now learning my second foreign language. I have come to realize that there is no magic way of learning a language. There is no pill you can take that you can take one night and wake up in the morning and be fluent.

The way I learned the first foreign language was through immersion. Being around the people who speak the language constantly was the key for me to learn the language. I understand that you are unable to move to an English speaking country, but there are so many possiblities available now. Technology has advanced rapidly and we are now able to go to all parts of the world just by sitting in front of our computer and using the internet.

 I am currently learning Spanish and it is a challenge for me as well. The way that is working the best for me, and that is helping me to become more fluent, is through the friends that I have met online and are on my instant messenger. We are now able to go to all parts of the world just by sitting in front of our computer and using the internet. The more you practice, the more fluent you will become.

Listening to podcasts is also a great way to practice your listening skills. There are a variety of topics available for you to listen to you. If you have an opportunity to visit our website at (link in profile), we have some podcasts there for you to practice with. There are so many options online now which opens up the whole world for us and makes learning a language so much easier.

Like other people mention, watch movies in English, listen to the radio. If you can, take a trip to England or the US, or get a private teacher whose native language is English. School is a waste of time once you know the grammar IMHO, unless you do a lot of conversation only and exclusively in English.

I almost agree. I would add, however, that in my opinion writing, and having it corrected by a native (preferably English speaking) would be invaluable.
That seems to be how most of us 'natives' have honed our tongues.
