Hi Saudi,
I think what Hitchhiker was saying is try to watch English films with English subtitles on, meaning you hear the sound and see the written form.
English subtitles are English texts that appear on your TV so they are English, they are not translated into your language. DVDs usually have English subtitles even though the film itself is in English.
And have a dictionary near by means that everytime you see a new word (well not everytime I guess, only when you feel like it), you can look it up in your dictionary. By doing so, you learn English as you watch the film.
And for me, the biggest advantage of watching English films is that you get to see how English is used in real contexts; and that is increadibly helpful when you don't live in a country where English is spoken.

I Gotttttttttttttttttttttttttttttttt it thank you Orpheus so much for the explanation I got it now and I saw a film called you’ve got a mail. When I turn it on I went to option then I selected subtitles English I enjoyed watching while reading the text thanks a million guys.

I highly recommend you make a friend coming from the native English spoken countries. I believe after practise with him/her for 3 months, you will find your English improved dramaticly.

Bear in mind, English comes first for anything such as discussing, arguing, reading newspapers, writing emails, letters, chatting...and so on.

Let do it whatever you can. Remember to utilize your resource, not look at what others have and compare.

Maj I couldn't beleive that you still need help in English, touch the wood your English is much more perfect then my Arabic which is my first language lol
