It is a common approach by beginning writers, and I don't think that it is downright wrong; but a good writer should be able to avoid the weak approach of stating outright '
I am going to write about...'. Instead, s/he he should be able to make it clear without that crutch-- with a clear and dynamic writing style-- what the thesis or topic will be.
