Can it be interpreted as eleven hours a day x three days?

In this case, if you take it as 311hours days, then it's too long in the context.

  These don't quite compute.  Some people work a "three-to-eleven shift," sometimes called "swing-shift" in factories.
 
It resembles the "nine-to-five" expression for banker types.

Some people typically work three or four eleven- or twelve-hour shifts per week.  You could describe this as "three eleven-hour days."  (note that "hour" is singular)  This would be a 33-hour week.

Are you sure you have the details right??

Your interpertation should be the correct one, although the swing shift doesn't fit into the context.
I think the original sentence is ungrammatical and hard to get the meaning.

Sounds like 'three eleven-hour days' to me...as in three x eleven hour [long] days.

What's the rest of the context??

I think what the speaker wants to say might be it's 33 hours long
