foreordained is the same as preordained.  I believe I've heard preordained much more often in that context.

none other than can be used with people and things. 

I opened the door, and it was none other than my long lost uncle. 

nothing other than is only for things.

neo- is a prefix meaning new.   It often has to do with reviving ideas or customs from a previous time in history, but it can be anything new.

I agree.  It's probably because 'foreordained' is difficult to say, and it looks rather odd in the written form.
