The strict and primarily BrE usage is that 'sincerely' is used when the recipient's name appears in the greeting ('Dear Mr Smythe') and 'faithfully' is used when the recipient's name is unknown ('Dear Sir').  In AmE, the distinction is little noticed and the latter is little used.
