What is  "forward and back haul"?
This expression implies two complementary  actions?

Thanks,
Imin

It would be better if you included context with your enquiries.  Perhaps:

Back Haul
The return movement of a means of transport which has provided a transport service in one direction [= forward haul?--MM].
