Can I say,

(i) Long, long ago, there lived a goatherd named Ah Chong. He was watching over the goats from dawn until dusk.

(ii) He was watching over all the goats when dawn till dusk.

(i) OK. You might want to consider saying "his goats" rather than "the goats" (but "the goats" is not wrong).

(ii) This is wrong. I think you should be able to see why.
