Hi,
Do both on and to fit in the above and convey a similar idea? If not, what are their differences? Thanks.

Yes, they have a similar meaning.

"On the left" implies a closer proximity.
"To the left" might be a mile away.

"He walked down a street which had shops on the left."

"He walked through a field with hills to the left."
