Can I say,

Can I say,

(a) He saw that was full of jewellery. You need a context to explain what 'that' refers to.

As long as the 'that' is refering to a box or something containing the jewellery. If it is the more general sort of 'that' you need to fill in the blank - He saw that the box was full of jewellery.
