What is the function of ''up'' in the following sentence? Can we omit it without changing the meaning of the sentence?

We use the Future Perfect Continuous to show that something will continue up until a particular event or time in the future.

You can omit it, yes.

Usually people write either until or up to.  For some reason, this writer mixed the two expressions together and came up with up until.  By adding up, the writer was probably trying to emphasize that the continuing occurs "all the way with no breaks".
