A great many slang expressions are so general that they hardly have any meaning at all beyond a vague indication of approval or disapproval.

About the 'general' in red, is it about semantic generality or popularity?

I think it's the former, but I'm not really sure on this one...

Between those two choices, I agree with you. The clause after the 'that' reflects 'generality' better than 'popularity'.
