In the sentence, I'm now considering joing the swimming team. is the word swimming an adjective or a gerund?

also, in the sentence, Last year while I was jogging, I fell and hurt myself. is the word jogging a gerund or verb. Thanks!

“I'm now considering joining the swimming team.”
swimming is a gerund used as an adjective, because a swimming team is a team that does swimming (gerund), so I suppose you could say it is both.

When it is part of a progressive tense, an -ing form of a verb is considered a participle.  It is not a gerund, and it is not a verb, though it is a part of a verb phrase (was jogging).
