Getting high on a joint is less dangerous than being drunk.

What does getting high on a joint mean?. Is it something like "using drugs such as cocain, hashish?

No, it only refers to smoking a marijuana/hashish/grass cigarette. These are called 'joints'. Getting high is to feel the effect of the drugs.
