 I know that "down to the wire" means to do something in the last moment but can you explain me this:

It might seem like these things
are going down to the wire, but they always work out.

Hi,

I think the underlying thought is that, if something goes down to the wire, it might not get done or it might not get done properly.

I would say that the meaning here is that, even though it seems that things are not going to work out, at the last minute they always do end up working out as desired.
