No, you put the ? inside the " only if the question was part of the original quote.

He asked, "What time does the library close?"

Did he just say something about "the weekend"? - Here the question is about the statement, not within the statement so it goes outside the quoatation marks.

   Would anyone tell me what is "BarelyPoliticals Def Political Jam"? I googled it and only found that it was just from the article:

Obama GOES OFF on the Clintons!    So I have no idea to figure out what it means.
