If it matters it will be going to the Western Union in California.

If it matters it will go to the Western Union in California.

DOES THE TENSE IN THESE TWO SENTENCES ABOVE CHANGE THEIR MEANING, I.E. "BE GOING," AND "GO" ???

No - but I would usually say "it will go by Western Union" - if I am right that the context is sending an item urgently.
