Yes.  It's simply the passive form of

People never made the results known.

or:  No one ever made the results known.

(To make something known is to announce it or publish it.)

No.

Active:
People made ...
No one ... made ...


Passive:
Results were made ...

(known is a past participle, but not the main verb.  A past participle in itself does not create the passive voice.)
