Hi,
Have a basic but difficult to me of the definition of a sentence.
the sentence:
No building shall be erected on the premises other than one detached single family dwelling, and a private garage, with the exception of those building on Front Street.
Three interpertations are possible well 4.
1. You may build only a house.
2. You may build only a garage.
3. You may build a house and a garage.
4 All of the above.
I believe the phrase " and a private garage" being in commas excludes 2.

You may do all of the above: 'and' permits both, while logic suggests that the city will also permit the omission of either. The commas are irrelevant here, and unnecessary.
If the property lies on Front Street, however, the options are not set out; it is presumed from the context that more options (an office, a shop, and apartment building) are possible there.
