I need a simple rule to tell me when to use "who" and when to use "whom."

" He is the guy who gives me the advice "

who = the guy

" He is the guy whom I met the other day "

whom = the guy,

The difference is ' who ' takes the place as a subject of the clause whereas ' whom ' as an object of the verb ' met '.

I think of it like this...

When you would answer the question with he then use who.

When you would answer the question with him use whom.

That's a pretty cool rule.

Is it consistent?
