Whats the difference between the following:

...he had finished his homework

...he has finished his homework

With had, do you need to add a time?

This says that the person in question finished his homework before some other unspecified event in the past.

>> ...he has finished his homework
This says that the person in question finished his homework at some unspecified moment in the fairly recent past and is presently in the state of having completed the homework.
