Hi,

Singular - I have finished.      You have finished.  He/she/it has finished.

Plural    - We have finished.  You have finished.   They have finished.

Hi!

Use "has" in the third person singular (with he / she / it) and "have" in all other persons:

They have lived here since 1990.
We have just arrived.
I haven't visited them for two years.
Have you read 'Romeo and Juliet'?

He has never been to England.
My sister has already seen this film.
This watch was working all right a moment ago, but now it has stopped.
Has she done all the housework?

Hope it helps!

Could you say something like: My company decided that there has or have been a total break down in policy.  Which on is right and aside from the basics can you give me complex examples

Because 'breakdown' is singular.

It's better if you try to write and post some examples for comments.
