Hi. I think when we use the kind of phrase that involves the use of something like "xx percent of some noun," we should pay attention to whether the "some noun" is a singular noun or plural noun to decide whether to use a singular or plural verb. Having said that, what could be the reason for this sentence having the verb "has"? 

 

Over xx percent of pancreas has to be destroyed.

Your guideline is correct. The pancreas is a single organ and 'has' is a singular verb– a perfect example of your guideline.
