Hi, everyone. I know the sentences below are correct.

Have you been to Japan?

Have you been there?

Then, which is correct below?

Have you been overseas?

Have you been to overseas?

The 'to' is not necessary, is it?

Thanks.

That's right: no 'to' with 'overseas'.

'The question is,' said Humpty Dumpty, 'which is to be master-- that's all.'

Hi LiJ

Mr M has already given you the right answer. I'll just add that if you don't need a preposition after go or went, you don't need one after been either. Examples:

He went abroad. Has he been abroad?
He went upstairs. Has he been upstairs?
He went downtown. Has he been downtown?
(Downtown is chiefly American.)
