please take a look at the sentence below. which tense is correct? "have" or "had" in the clause after "said"?

He said about 70 per cent of these new ships built in China have/had been exported to more than 100 countries, including the United States, Japan, Germany, France and Canada.

A case could be made for 'had', but I would go with 'have'.
