Strictly speaking, it should be 'That's he'.  Informally 'That's him' could be used.

Languages are all in a constant state of evolution.  "That's he" is the correct form.  I believe it won't be long before nobody would choose this over "that's him".  We might end up with an official set of disjunctive pronouns, like the French.

I don't think people would commonly say "That's he".  However, it is still pretty common to say "This is he/she" on the telephone when someone calls and asks to speak to you, and you are the one who answered the phone.  For example:

(The telephone rings at John's house.)
John picks up the phone and says:  Hello?
Caller:  May I speak to John Brown, please?
John:  This is he.
