'To whom it may concern:' is the proper way to write this greeting.  (:)) Smile

Hi,
As mentioned during the many discussions of this phrase, it is almost never used other than for employment references and legal notices.

is correct, because "to ***" is a prepositional phrase, and the object "***" must be in the objective case.
