Then again, it is said here: her VOICE was clipped, not her ANSWER. So it must be a quality of the voice, as goldmund suggested.

From When Shankland Comes by Agnes Owens:

"When finally her turn came, she asked for bread, potatoes and half a pound of sausages in a clipped voice. But this didn't prevent the storekeeper informing her that Dennett had just been in to cash his giro."

Now, the character had just had an altercation with her boss's wife and was quite upset when she got in the store, and the storekeeper had been rude to her the day before. I'm inclined to think  that  it means 'tersely'.
